Qatar Plans 10-Year Residency Permit for Entrepreneurs and Senior Executives

Qatar has announced plans to introduce a 10-year residency permit for entrepreneurs and senior business executives, as part of efforts to attract long-term foreign investment, founders, and private sector leadership into the country.

The announcement was made by Qatar’s Prime Minister during Web Summit Qatar and aligns with the country’s broader economic diversification strategy, which places increased emphasis on innovation, entrepreneurship, venture capital, and private sector development.

Alongside the residency announcement, Qatar also confirmed an expansion of its venture capital initiatives. According to Reuters, the Qatar Investment Authority will expand its venture capital program by $2 billion. The Fund of Funds initiative, currently valued at $1 billion, was created to attract international venture capital firms to Qatar and strengthen the country’s entrepreneurial ecosystem as part of efforts to diversify the economy beyond gas revenues.

The newly announced 10-year residency builds on Qatar’s existing independent and entrepreneur residency framework by extending the duration of residence rather than introducing an entirely new visa category.

Qatar’s Existing Residency Pathways

Qatar currently operates multiple residency pathways linked to entrepreneurship, professional expertise, and investment.

Qatar’s Existing Entrepreneur Residency Framework

Under Qatar’s current entrepreneur residency framework, applicants are required to secure endorsement from recognized business incubators and make a minimum investment of QAR 250,000, equivalent to approximately $68,671.

Applicants must submit a detailed business plan outlining a viable investment opportunity and demonstrate active involvement in the venture, including maintaining at least a 20 percent ownership stake. Residency permits issued under this framework are typically granted for five years on a renewable basis, subject to ongoing compliance with program requirements.

Talent-Based Residency for Skilled Professionals

In addition to the entrepreneur route, Qatar operates a separate residency pathway for highly skilled professionals.

Under this category, applicants must receive approval from relevant government bodies, which assess qualifications and formally recognize expertise across 13 designated fields. These fields span sectors including arts, entertainment, sports, education, and scientific research. Approval under this route allows eligible professionals to obtain residency independent of traditional employer sponsorship.

Real Estate Investment Residency Options

Qatar’s residency landscape also includes a property investment pathway for foreign nationals.

Individuals who invest QAR 730,000, or approximately $200,000, in qualifying real estate located within designated freehold residential zones may obtain a residency permit without a sponsor.

For higher-value investors, those committing QAR 3.65 million, or around $1 million, may qualify for permanent residency cards, subject to meeting regulatory conditions.

Status of the 10-Year Entrepreneur Residency

Authorities have not yet published updated thresholds, eligibility criteria, or application procedures specific to the 10-year entrepreneur residency. It also remains unclear whether existing five-year permit holders will be offered a defined pathway to transition to the longer residency.

Further regulatory guidance is expected before the program becomes operational.

Qatar’s move follows similar long-term residency initiatives introduced across the Gulf region, where governments are seeking to attract entrepreneurs, investors, and highly skilled professionals as part of broader economic diversification strategies.

By combining extended residency duration with expanded venture capital funding, Qatar is linking immigration policy with capital deployment and private sector development objectives.
