Mc Claude Emmanuel serves as the Chief Executive Officer (CEO) of the Citizenship by Investment Unit (CIU) of Saint Lucia, providing strategic leadership for the administration and continued development of the country’s Citizenship by Investment Programme.

With more than a decade of executive leadership experience across the public and private sectors, Mr. Emmanuel has built expertise in organizational transformation, strategic planning, operational excellence, and sustainable growth. He holds a Bachelor of Science in Economics and Business Management from the University of the West Indies and an MBA in Marketing from King Graduate School. He is also a certified Project Management Professional (PMP) and Business Professional in Marketing.

Throughout his career, Mr. Emmanuel has held senior leadership roles in telecommunications, media, marketing, and human resource development. His previous positions include Human Resources Project Officer at LUCELEC, General Manager of Radio St. Lucia Company Ltd. and McDowell Broadcasting Ltd., and senior marketing and mobile leadership roles at Cable & Wireless (St. Lucia).

As CEO of the CIU, Mr. Emmanuel oversees the Unit’s strategic direction, operations, governance, and service delivery, leading a multidisciplinary team of approximately forty professionals. He is focused on strengthening compliance, transparency, due diligence, risk management, digital transformation, and operational efficiency.

Through collaboration, innovation, accountability, and strong international partnerships, Mr. Emmanuel is committed to positioning Saint Lucia as a trusted destination for reputable global investors while ensuring that the Citizenship by Investment Programme delivers sustainable, long-term value to the people of Saint Lucia.

Kurt Farrugia is Chief Executive Officer of Residency Malta, the government agency responsible for administering Malta’s residency-by-investment and temporary residence programmes, including the Malta Permanent Residence Programme (MPRP), the Nomad Residence Permit and the Malta Startup Residence Programme. With an accomplished career spanning public administration, strategic communications and executive leadership, Kurt brings extensive experience in governance, stakeholder engagement and organisational transformation across the public sector. Throughout his career, he has held a number of senior leadership positions, leading multidisciplinary teams and driving initiatives that have strengthened institutional performance, enhanced public service delivery and fostered collaboration between the public and private sectors. He has served as Head of Government Communications and spokesperson to the Prime Minister, Chief Executive Officer of Malta Enterprise, where he led the agency to major investments, building the start-ups ecosystem as well as assisting local businesses through various initiatives, and most recently Chief Executive Officer of Transport Malta. As CEO of Residency Malta, Kurt is focused on building on the Agency’s strong foundations while steering it towards its next phase of growth and excellence.

Elise Donovan is the Chief Executive Officer of BVI Finance, the organisation that promotes the British Virgin Islands as a premier international finance centre (IFC).  She leads global outreach for a jurisdiction that facilitates roughly US $1.4 trillion in cross-border trade and investment, working closely with industry practitioners and policymakers on emerging trends. 

Her career includes senior posts at the BVI Government, the BVI Financial Services Commission, and representative offices in London and Hong Kong—experience that gives her a broad perspective on policy, regulation and market development.  Donovan’s work routinely takes her to major financial hubs in Asia, Europe, the Americas and Africa, where she strengthens relationships and advances dialogue on fintech, sustainable finance, global trade and evolving regulation. 

A frequent contributor to industry forums and journals, she writes and speaks widely on IFCs and the BVI’s role in the global economy. 

Christopher Simpson is head partner in the firm’s Commercial Department. His practice focuses primarily on corporate and commercial, banking and finance, and investment funds, where he advises a client base of leading financial institutions, corporations, and law firms on all aspects of corporate finance including joint ventures, initial public offerings, private placements, mergers, arrangements, corporate restructuring, bilateral and syndicated loans, bond issues, property financing, project finance, special purpose vehicles, investment funds, including crypto funds, and general aspects of corporate law. He also advises on investment business and regulatory matters, including fin tech and digital assets.

Prior to joining O’Neal Webster, Christopher practised at Harney Westwood & Riegels in both their BVI and Hong Kong offices. Christopher is regularly instructed by clients on high value corporate, banking and investment funds transactions. Over the course of his career, he has been involved in numerous IPOs, including on AIM, TSX, NASDAQ, SGX and the LSE. He has also been involved in ground breaking deals including one of the first ever court approved corporate arrangement schemes in the BVI and one of the largest single asset real estate financings in China.

Ryan Darmanin is Group COO and Managing Director of Latitude Malta, a global residence and citizenship advisory firm. With more than 22 years of professional experience and over a decade advising high-net-worth individuals and families, Ryan is recognised as a leading Malta specialist in residence and citizenship planning.

His expertise spans the Malta Permanent Residence Programme (MPRP), Malta Citizenship by Merit (MCBM), and the ancillary services supporting applicants, including property acquisition, management and Projects of National Interest. He has personally advised clients with a collective net worth in the hundreds of billions, helping families navigate complex decisions and build secure, long-term options for themselves and future generations.

Ryan has played a key role in shaping and implementing Malta’s citizenship framework and has been closely involved in the sector since its formative years. Prior to Latitude, he held senior leadership positions with a global residence and citizenship planning firm and served on the board of its real estate arm, leading property acquisition, management and related services in Malta.

As Group Chief Operations Office, Ryan drives operational excellence, strategic growth and professional standards across the organisation, combining commercial strategy with a strong focus on client experience and people development.

Before entering the sector, Ryan spent seven years with HSBC, focusing on customer experience excellence and employee engagement, following earlier experience with international hospitality groups. These foundations continue to shape his leadership philosophy: combining operational precision, service excellence and a client-first approach.

An alumnus of the University of Wales, Cardiff, and a member of the Institute of Financial Services Practitioners, Ryan remains focused on creating sustainable value for clients while contributing to Malta’s economic development and long-term, debt-free sovereign wealth.

A local citizen of Antigua and Barbuda, Kevin Hosam has been a CBI practitioner for 8 years. In 2015 he founded Exclusive Concierge (Antigua Barbuda), the predecessor of EC Holdings, and became a licensed agent and an authorized representative of the Citizenship By Investment Unit in Antigua & Barbuda. He is also a licensed marketing agent in neighboring St. Kitts and Nevis and in St. Lucia. Kevin brings a vast amount of experience in the Caribbean real estate market, having successfully developed several real estate projects. He is an active entrepreneur providing transportation tours to tourist in Antigua and an avid collector and seller of visual art works from Asia. Kevin graduated George Brown College in Toronto, Canada, and now resides in Antigua.

Carlos Moura, 56, is Coordinating Director of AICEP Portugal Global in the United States and Economic and Commercial Counsellor at the Embassy of Portugal in Washington, D.C., a position he has held since September 2024.

With more than 30 years of experience in internationalization, investment, and economic diplomacy, he has held senior AICEP/ICEP positions across Ireland, the United Kingdom, Singapore, Brazil, the Nordic markets, and the United States. His career has focused on promoting Portuguese businesses internationally, attracting investment, and strengthening bilateral economic relations.

He has also served on the boards of several international business associations, including EuroCham Singapore, the EU-Malaysia Chamber of Commerce and Industry, and the Portuguese Chamber of Commerce in São Paulo.

Carlos holds a degree in Public Management and Administration from the University of Lisbon, postgraduate qualifications in Diplomatic Studies and Management and Organizational Innovation, and a certificate in International Development from University College Dublin. He is fluent in English and Italian, with good knowledge of Spanish and French.

Ted Kanarek serves as Cairi’s Senior Investment Officer and oversees the investment team across public and private markets in sourcing and origination, asset allocation and capital market research, portfolio structuring and ongoing portfolio reporting. Prior to Cairi, Ted served as the CIO for a LATM based family Office from 2015-2025. He was instrumental in the formation of the family governance and then served as CIO with abroad set of responsibilities for the family’s cross border and investment operations.

Daisy Joseph Andall is a Partner at Joseph Rowe Law Firm, a full-service Caribbean practice with offices in St. Kitts, Nevis and Grenada. With 16 years of regional experience, she advises international clients on corporate structuring, real estate transactions and investment migration (CBI). Through the firm’s affiliated companies – ALL STAR SKN and ALL STAR GRENADA, she is also a licensed Citizenship by Investment service provider in St. Kitts & Nevis and Grenada.
