Pedro Lino

Pedro Lino holds the position of CEO and Chairman of the Board of Directors in two financial companies, Optimize Investment Partners, SGOIC SA, and Optimize SICAV, two asset management Companies domiciled in Portugal and Luxembourg, respectively, where he is the Co-Chief Investment Officer.

His interest in financial markets began at an early age. At 9 years old, he was already following stock quotes on television, and he began investing in financial markets at the age of 16. Ten years later, he acquired a stake in a Portuguese broker company, that sold in 2021.

Between January 2017 and August 2021, he served on the Board of Directors of DIF Markets – Agente de Valores, based in Uruguay, which was acquired from Saxo Bank A/S.

In October 2018, he joined Optimize Investment Partners as an Executive Director and currently serves as Chairman of the Board of Directors. In 2020, he was elected President of Optimize SICAV, based in Luxembourg.

Pedro Lino is a member of the Order of Chartered Accountants, the Order of Economists, a founding member of OPCR – Portuguese Observatory of Compliance and Regulatory, Association, and a member of the Portuguese Diaspora Council, founded under the High Patronage of the President of the Republic.

He graduated in Economics from Nova School of Business and Economics in 1998. Pedro Lino writes a biweekly opinion article for Jornal Económico and frequently participates in various media outlets, including television, radio, and digital platforms, discussing economic and financial topics.

Charmaine Quinland-Donovan

Mrs. Charmaine Quinland-Donovan holds the distinction of being the first national of Antigua and Barbuda and first woman to head the country’s Citizenship by Investment Unit (CIU). 

Her appointment as Chief Executive Officer took effect on March 27th,  2017. 

Prior to this recent appointment, Charmaine served in the CIU in three prominent capacities; Chief Compliance Officer, Chief Operating Officer and Acting Chief Executive Officer. She was instrumental in shaping and implementing policies and procedures from the establishment of the Unit and making necessary enhancements in response to changes in the industry.  

Charmaine holds a BSc with first-class honours from the University of the West Indies. She is also a Chartered Director and a Certified Anti-Money Laundering  Specialist.  

Charmaine’s employment history includes her almost nine-year tenure at the  Eastern Caribbean Central Bank, where she served as Bank Examiner,  supervised licensed financial institutions in the Eastern Caribbean Currency Union (ECCU), led examination teams and served the Eastern Caribbean  Securities Regulatory Commission. She has also worked at the Bank of Nova  Scotia, where she was Senior Manager of Compliance for the Eastern Caribbean  Region, responsible for AML/CFT and regulatory compliance for nine countries, including seven (7) countries of the ECCU, Barbados and St. Maarten

Vicky Spiteri

Vicky Spiteri is Head of Marketing and Business Development at Residency Malta Agency, where she has been a member of the team since 2018. She leads the promotion and positioning of Malta’s Residency by Investment (RBI) programme, as well as the Agency’s other residency solutions, in international markets. With a background spanning marketing, communications, PR and media relations, Vicky has worked with local businesses, global brands and financial institutions, bringing a wealth of expertise in integrated marketing strategy to her role. Vicky’s team helps shape the visibility and reputation of Malta’s residency offering. Vicky holds a BA in Community Studies, an MA (Qual) in Communications, and an MA in Philosophy from the University of Malta.

Kevin Hosam

A local citizen of Antigua and Barbuda, Kevin Hosam has been a CBI practitioner for 8 years. In 2015 he founded Exclusive Concierge (Antigua Barbuda), the predecessor of EC Holdings. He became a licensed agent and an authorized representative of the citizenship by investment unit in Antigua & Barbuda. He is also a licensed marketing agent in neighboring St. Kitts and Nevis and in St. Lucia. He brings a vast amount of experience in the Caribbean real estate market. Having successfully partnered with several developers to develop numerous CBI real estate projects fully. Kevin’s vast experience in the investment migration industry has made him a frequent contributor, presenter, panelist, and workshop facilitator at global Immigration and Real Estate conferences. Kevin graduated from George Brown College in Toronto, Canada, and now resides in Antigua & Barbuda where he is a citizen.

With more than 15 years of experience in ICT, Chad has built a reputation as a visionary entrepreneur whose leadership fuses technical expertise with a deep commitment to social impact.

Together with his team, Chad has delivered some of Grenada’s most important digital systems. They developed the Tourism Intelligence Solution for the Grenada Tourism Authority, giving the nation real-time insights to drive smarter destination marketing. They designed the Citizenship by Investment application platform, which digitised one of Grenada’s most vital economic programs, and built the Boatyard Operations System for Grenada Marine, transforming yacht and boatyard management.

Calvin St Juste

Executive Chairman of Citizenship by Investment Unit
St. Kitts and Nevis

Calvin St Juste is the Executive Chairman of the St. Kitts and Nevis Citizenship by Investment (CBI) Unit, which is the statutory body that governs the St. Kitts and Nevis CBI Programme. He is the honorary Special Envoy for Investment, Development, and International Business Relations for St. Kitts and Nevis. With over 25 years of experience across industries such as financial services, telecommunications, and telemedicine, he is a seasoned Wall Street executive. Previously, he was the Global Chief Operating Officer (COO) and Head of Global Strategy at Morgan Stanley Wealth Management’s Financial Wellness division, where he led a team offering solutions to Fortune 100 companies. He also served as COO for Global Fraud and Cybersecurity, safeguarding the firm’s assets from cyber threats.

Mr St. Juste has held executive roles at JP Morgan, managing teams that served high-net-worth clients, and earned the Stevie® Awards for his leadership. At T. Rowe Price, he was the Global Audit Head of Technology Enablement, overseeing governance and the integration of generative AI and data analytics.

Outside of corporate roles, Mr St. Juste is a Lean Six Sigma practitioner and strategist in process improvement. He serves on multiple boards, including as Chairman of the Supervisory Board for a US-based Credit Union with over $1 billion in assets and as a Board Advisor at Stevens Institute of Technology. He holds a bachelor’s degree from Goldey-Beacom College, a Master’s in Global Innovation Management from Stevens Institute of Technology, and an Executive Management Certificate from Wharton. He is also Six Sigma Black Belt-certified and a frequent speaker at global events.

Marie-Therese Johnson

Marie-Therese Johnson leads the Dominica Citizenship by Investment Unit (CBIU). With her wealth of experience in finance and leadership, Johnson has been making remarkable strides in her role.

In her ongoing efforts, Johnson remains committed to enhancing Dominica’s CBI Programme. Her dedication to the nation’s welfare and the interests of all stakeholders continues to drive her forward.

Under her tenure, the CBI programme has received recognition from key stakeholders and international organisations for its contribution to climate resilience, economic growth and sustainable development. Johnson previously served as the General Manager at AID Bank where she was entrusted with the day-to-day management, direction, and control of the business. She was also responsible for providing strategic advice to the Board of Directors to ensure the implementation of a strong risk, compliance and governance framework while promoting the institution’s corporate image.

Johnson’s expertise in the financial services sector strengthens Dominica’s position in the investment migration industry. She is well known in the banking sector for her operational excellence, and it is apt that she now serves as the Head of the CBIU in Dominica.

Under Johnson’s leadership, the Dominica CBIU has strengthened the already rigorous due diligence procedures to ensure that only individuals of good character and reputation are granted citizenship. This commitment to maintaining high standards has helped to build trust and confidence in the programme among investors and the international community.

Vasilis Leivadas

Vasilis Leivadas grew up in Athens in the 90s. He obtained the MEng Electronic Engineering degree from the University of Southampton in the UK. He spent his early career working for organisations like Microchip, Vivoplex, and The Wednesday Group. His leadership skills led him to the position of Head of Digital at the latter company. Throughout these early years, he developed valuable software development, design, and problem-solving Skills.

Vasilis’s entrepreneurial passion guided him in chasing a more business-oriented opportunity. Thus, he started a rotation program with NOVA Construction, the leading Residential Real Estate Development company in Greece, going through the company’s construction and commerce departments.

He’s currently heading the Business Development department and is responsible for the company’s overseas business expansion plans, international sales and branding, network growth and more.
