Charmaine Quinland-Donovan holds the distinctions of being the first national of Antigua and Barbuda and the first woman to head the country’s Citizenship by Investment Unit (CIU). Her appointment as CEO took effect on 27th March, 2017.

Prior to this appointment, Mrs. Quinland-Donovan served in the CIU in three prominent capacities; Chief Compliance Officer, Chief Operating Officer and Acting Chief Executive Officer. She is also a Chartered Director and a fully qualified anti-money laundering specialist.

Mesepa Tapuitea Lafaialii is the Chief Manager for the Business Development Division at Samoa International Finance Authority (SIFA). She is responsible for marketing and promoting Samoa’s international financial services under SIFA’s new Marketing Company “Samoa International Business Finance Centre Ltd. (Samoa IBFC)”.

Mesepa has over 10 years of experience in international financial services having worked as a legal officer in the registration, and compliance legal division before headlining the marketing and business development division of SIFA.

Mesepa has participated and presented in the Asia Outbound Summit since 2013 and has presented on behalf of SIFA at numerous international workshops and conferences. Having worked in all areas within SIFA, Mesepa’s business solutions and knowledge of the market demands in Samoa have allowed her to build networks with existing business partners and develop business relationships. Mesepa’s role is to increase investors’ interest in the products offered by Samoa through SIFA and its market.

Emmanuel Nanthan was appointed as the Head of the Citizenship by Investment Unit in February 2015, leading the Unit carrying out the Citizenship by Investment Program which has been remarkably contributing to the domestic economy. Mr. Nanthan is also the Ambassador-at-Large of the Office of the current Prime Minister Roosevelt Skerrit, dealing with critical diplomatic affairs.

Previously, Mr. Nanthan has served as the Dominica Ambassador as well as the Special Advisor to two former Prime Ministers, Pierre Charles and Roosevelt Douglas.

Mr. Nanthan is also an enthusiastic and active sports person. He is currently the President of Dominica and Windward Islands Cricket, Vice President West Indies Cricket Board and the Director of United States Cricket Association, promoting the cricket sports in the Caribbean area.
